The third of four Workshops in 2013 was held on the topic of "Federalism". About 20 AGGN fellows joined the 4 day meeting in Munich, the capital of Bavaria which has always been a proponent of a strong federal element as one of the 16 German federal "Länder". The workshop focused on the relationship between the national and the sub-national level of governance by taking a multi-level governance perspective. It shed light on which state functions should be addressed at which level of state authority. Besides academic lectures, the group also visited the Goethe Institut headquarters and learned about its involvement in Africa. Furthermore, the fellows undertook an extensive skills training on moderation techniques.
